CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project (hereinafter referred to as “Procuring Entity (Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：Project overview and financial nature: CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Quantity: 94 sets (including 87 sets of GC and 7 sets of HPLC)
主要技术规格：每台气相色谱主机至少可以安装两个进样口、三个可以同时输出信号的检测器。每台液相色谱配置四元泵和紫外检测器。
Main Specifications: . Each gas chromatography instrument can be equipped with at least two injection ports and three detectors that can simultaneously output signals. Each liquid chromatography system is configured with a quaternary pump and an ultraviolet detector.

3. 对投标人的资格和业绩要求
Requirements for Qualifications and the Past Performance of the Bidder:

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的正式授权书。投标时提供制造商授权书原件的扫描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.

（2）★ 业绩要求Requirement for Bidder's Past Performance:
2016年1月1日至投标截止日，投标人所投产品的制造商应具有至少的供货业绩，且满足单个合同同时包含至少20台气相色谱仪（GC）、4台液相色谱仪（LC或HPLC）和（或，或，或CDS）。
From January 1, 2016 to the bid submission deadline (), the bidder must have at least one contract performance records for chromatographic analyzers for laboratory or analytical laboratory, with each contract involving no less than 20 sets of gas chromatographs (GC), 4 sets of liquid chromatographs (LC or HPLC) and a networked chromatography management software (CDS, networked workstation, or chromatography workstation).
同一集团全球范围内不****点击查看集团****点击查看公司****点击查看公司****点击查看工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产****点击查看集团。
Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.
投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同和2）发票或到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料，需用户签字或盖章）。投标人所提交的业绩证明文件必须至少体现以下内容：、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、货物数量、发票或到货验收材料。
Bidders must submit relevant performance supporting documents. The performance supporting documents include: 1) Contract and and 2) invoice or acceptance evidence of goods delivery signed or sealed by the user (arrival acceptance certificate or commissioning acceptance or other effective materials that can prove the arrival acceptance of goods under the contract). The performance supporting documents submitted by the bidder must at least reflect the following content: contract signing date, contract signing page (domestic trade contracts should bear the seals of both parties, while international trade contracts should bear the signatures or seals of both parties), name of goods, quantity of supply, and arrival acceptance materials signed or sealed by the user.
若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单均算为1个业绩。
If the performance contract is a non-fixed total price agreement, in addition to providing the agreement, the corresponding order should also be provided, and the order content or number should be associated with the agreement. Providing one or more orders under the same agreement counts as one performance.
若投标人为所投产品的代理商，则除以上业绩要求外，投标人还应具有自2023年1月1日至投标截止日（以合同签署日期为准，如无合同签署时间，以合同生效时间为准），至少 1 个合同的代理类似产品（色谱仪）的销售业绩。
If the bidder is an agent of the products being tendered, in addition to the above performance requirements, the bidder must also have a sales record of at least one contract for similar products (chromatographic analyzers) from January 1, 2023 to the bid submission deadline (based on the contract signing date, or on the effective date where no the contract signing date).
若投标人为所投产品的代理商，则除上述相关业绩证明文件外，还需提供类似产品（色谱仪）代理销售业绩的证明文件。业绩证明文件包括：销售合同。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间或合同生效时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、卖方名称、货物名称。
If the bidder is an agent of the products being tendered, in addition to the above performance requirements, proof of sales performance of similar products (chromatographic analyzers) must also be provided. The performance documentation includes: sales contracts. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time or effective time, contract signing page (domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), name of the seller, and name of the goods.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents.
